Mr Lengwe is of the view that once formalized; the law could significantly contribute to Zambia’s economy but needs clear guidelines to ensure that local communities benefit from the country’s mineral wealth.
Meanwhile, Mr Lengwe has commended government’s proposed formalization of the Artisanal and Small Scale Mining-ASM sector, which includes the creation of an ASM directorate and the establishment of a fund to support small-scale miners.
Mr Lengwe is however concerned over the lack of clear mechanisms for community beneficiation, stressing the need for intergenerational equity in resource management.
