According to Mr. Phiri, the national collection efficiency stands at 60%, influenced by the performance of the big six local authorities namely Kitwe, Lusaka, Solwezi, and Ndola among others.
He however, says the remaining 110 smaller local authorities are struggling to collect revenue, with an efficiency rate of only 40%, a statistic he says is worrying, given that these local authorities lack adequate income streams to support their operational and financial obligations.
Mr. Phiri has emphasized the need for stakeholders to improve the collection efficiency of local authorities, particularly the smaller ones, to ensure fiscal sustainability.
He adds that government aims to achieve real decentralization, where local authorities can manage their affairs without relying on the local government equalization fund but own-source revenue to deliver essential services to their communities.
